ハリケーン・シーズンが始まったというのにハリケーンが来ず，原油価格は小康状態を保っています。文字通り，嵐の前の静けさなのでしょうか。
で、オイル・ピークはわかったけど，どうしたらいいんだ。そういう疑問がわいてきます。個人や家庭で消費を減らし、水やエネルギーを確保し，食料をできるだけ生産していくことはできます。でも、１００パーセント自足できるわけではありません。例えば，ゴミの回収はどうするんだ。足りない食料はどこから調達するのか。電気や水，下水，そういう当たり前に思っているインフラをどうするのか。などなど。個人や一家庭でできることには、どうしても限りがあり、そこで町内や地域社会でお互いに助け合うことが必要になります。
世界中の市や町でピークに対する取り組みが始まっていることはここでも何度か取り上げてきました。アメリカではすでに４つの都市，町がピーク決議を可決し，取り組みだしています。アイルランドのキンセールはすでに「エネルギー下降計画」を作り上げ，着々と地域社会で取り組みを始めています。イギリスのトットネスでも取り組みが始まっています。

そういうほかの町での取り組みを知るにつけ，じゃあ，自分のところではどうなんだ。足下から行動しなけりゃだめじゃないか。行動のともなわない知識には意味がない。と，まあ，ずっと思い続けていたわけですが，年老いて重くなった腰を上げ，地元のブルー・マウンテンズ市当局に取り組みを求めるための手紙を作成し，２，３日の間に５０人近くの署名を集め，dvdと一緒に市議会議員全員に送りました。
署名をしてくれた人の中には，ちょうど近所をツアー中のリチャード・ハインバーグやデビッド・ホルムグレンといった、ピークやパーマの世界的な巨頭の名前も見えますが，ほとんどは地元や近所の人たちばかりです。ピークなんて知らないだろうなあ，と思っていたのに、署名集めに回っていくと，すでに雨水タンクを設置したり，野菜畑を作っていたり，２台あったクルマを１台にしたり、隣人たちが取り組み始めていることを知りました。うれしい驚きでした。この署名をきっかけに、近隣社会のつながりを強めていければ良いなあと思います。
これはあくまでも最初の一歩にしかすぎず、まだまだ，いろいろなことをしていかなければなりませんが，果たして市当局はどう反応するでしょうか。また，報告します。
下記、市議会議員に送った手紙の原文，英語ですみませんが，一応，記録としてここに掲載します。エーゴ圏にお住まいの方で，ピーク対策を考えている方は，これをテンプレートにして，それぞれの場所で署名を集めたり、市当局の行動を求めるためなど，ご自由に活用ください。また，日本でもこういう感じでそれぞれの場所で，村や町，市に働きかけていくことは可能だと思います。
だって，自治体は自治が基本でしょ？だったら、やらなけりゃ。

Dear Blue Mountains councillors,
We, the undersigned, are writing to urge the Council to tackle one of the most difficult problems our modern society has faced. There is an emerging consensus now that we are close to global peak oil production, if indeed it has not already happened. Global peak oil is a reality and it affects us all, in every facet of our lives.
People from all political persuasions throughout the world are realising the need to take oil depletion seriously and to act as quickly as possible to minimise its impact. This is not a political issue, but a matter of survival.
Yet, despite the enormous impact that global peak oil will have on all of us, scientist Jeremy Leggett writes in his book Half Gone (2005) "Our society is in a state of collective denial that has no precedent in history, in terms of its scale and implication". Leggett argues that we are very close to the peak, if we have not already passed it and that we are not prepared for the consequences.
The consequences are far reaching and that’s where the Blue Mountains City Council comes in. Although peak oil is a global issue, the consequences will be local. This is why a growing number of local councils throughout the world are taking it seriously. Bloomington, Indiana recently became the fourth US local council to adopt a Peak Oil resolution, following the lead of Franklin in New York, San Francisco, and Portland, Oregon. These councils are in the process of setting up task forces to implement necessary measures. Kinsale in Ireland has already devised an “Energy descent action plan”. Totnes in Devon is working on a similar plan. However, as Professor Richard Heinberg said recently in a Sydney Morning Herald interview: "(V)ery few communities are planning for this transition. (But) if we just let market forces rule, the result is going to be economic, political and social chaos".
The US Department of Energy funded report on Peak Oil (known as the Hirsh report) stated: "(e)ven crash programs will require more than a decade to yield substantial relief. We have to act now."
We demand that the City of the Blue Mountains takes immediate steps to prepare for peak oil. This is a vital time for political leadership and action.
